At lunchtime it looked like small scale digging going on in the car park next to the tower building. Various digging equipment and a fire engine...

There wasn’t any digging equipment. Fire engine, yes, cones, yes.
This is the NHS Drive-Flu vaccination station being installed ahead of its launch next Monday. So far a portacabin and some tents. Tents held down with 6,000 litres of water ballast - hence the fire engine.
