Not sure I understand.. If Odiham has been chosen in lieu of Blackbushe it would appear to be a sensible choice. Odiham is a well-equipped military airfield whereas Blackbushe.....?

Purely included FYI as a 'local' interest.
Blackbushe's equipment status would be significantly upgraded were it not for bureaucratic influences.. One day, perhaps?
