On 5th September the Airport Management conducted a presentation for tennants/residents on the Airport's status. Here are the meeting highlights.
Business Performance Update:
Landing Revenue has increased by 21% YOY, mainly by adjusting executive landing fees
Total Landings Jan-Aug 7,591; slightly up on 2017 YOY.
AVGAS Sales Litres 222,714; up by almost 30,000 YOY.
8 new permanently based aircraft
Wijet (Formerly Blink):
The company called Blink Ltd, based at Blackbushe, and trading as Wijet went into
administration in July 2018.
Whilst Blink Ltd was founded by the Ogden Family in 2008, the company was sold
in 2016 to Wijet in France. The Ogdenshave had no involvement with the company since this time.
Due to the close nature of the two companies, we had very good visibility of the
decline through 2018, and had included this in our financial forecasts. We
shielded ourselves appropriately and were paid up to date when the company
entered administration.
The offices have now been vacated, redecorated, and are being marketed for
immediate occupation. We have had a healthy amount of interest.
Whilst it is sad to see the jet business go, many of the customers have remained
loyal, using other Mustang operators to continue flying from Blackbushe. We are
in conversations with several operators to base their business aircraft with us.
JET-A1 sales and executive Landing Fees have remained steady despite the loss of
Wijet.
Our activity since February:
Negotiated a new fuel contract with AirBP
Purchased a new Fire Truck
Repainted all airside line markings
Repaired taxiway potholes, and purchased new equipment to continue this in earnest
throughout the winter
Added new hold points and associated signage
Introduced ID Cards, which have saved holders over £800 at the BusheCafé
Attended Local Council Meetings to gather support for the Blackbushe Vision
Exhibited at AeroExpo 2018
Improved Security with additional cameras and co-operation with BCA
Welcomed several influential people to Blackbushe:
Byron Davis (Government’s GA Champion)
Susan Watts (Senior Policy Advisor for GA at DfT)
Pauline Vahey & John Walker (AOPA)
RanilJaywardena(Local MP)
Fuel Prices:
Fuel prices are increasing due to whole sale costs. Fuel companies apply an ~1.75
multiplier to AVGAS. Therefore for each penny the road fuel and JET-A1 increases, they
increase AVGAS prices by 1.75p
Prices are still £0.09 lower than this time last year. Average Fuel Price amongst local
airports is £1.54 + VAT*
We are committed to keeping our margin as low as possible. Currently 20p per litre
covers all of our costs, and delivers the profit the shareholders require. If we increase
volume substantially, we can afford to lower this, however trials on this so far this year
haven’t yielded the volume increase required to make business sense.
Landing Fees:
We have had a lot of feedback from residents and visitors alike regarding our
visitor landing fees
We have compared against competitor airports, and taken the view to reduce the
visitor GA landing fees as follows:
0-750kgs Old Visitor £16 New Visitor £10
751-1500kgs Old visitor £24 New £15
1501-2500kgs Old visitor £40 New £25
2501-3500kgs Old visitor £80 New £70
residents receive 20% discount
At present we do not foresee increasing resident parking or landing fees for 2019.
Common De-registration Update:
Last Time we updated you, we were expecting an imminent referral to PINS and a
decision by Q1 2019.
Following months of delay by Hampshire CC, we were finally referred to PINS on 9th
July, and this was accepted by PINs on 6th August.
They have written to all interested parties asking if they would like to speak or attend a
public inquiry
We anticipate there will be a public inquiry, due to the complexity of the case
This inquiry should be no later than Q1 2019, with a decision by April 2019.
The timeline on PINs cases is controlled by legislation, with specific targets that must
be achieved.
We will keep you updated, and if input is requested from the public, will ask all of you
to assist us by showing your support.
Temporary Hangars:
We know a lot of residents have expressed a strong interest in hangarage. We are
committed to providing this.
In February, we submitted a permitted development application which was successful
for new temporary hangars. The shareholders were happy with the cost and revenue
projections for these.
However, at the time we were ready to commit to the order, we were also finally being
referred to the Planning Inspectorate (PINS). We were also receiving threats from
motivated individuals in the local area against any new structures of any kind
In light of this information, the shareholders took the decision at this point to pause
the construction of any new temporary structures.
The process with the PINS application is too important to jeopardise for a short term
gain. If successful, we will be able to construct high quality permanent structures to
accommodate a range of GA aircraft.
If ultimately unsuccessful, then Blackbushe will have no choice but to continue putting
up temporary structures possibly in contravention of the Common Land law.
UL91 Provision:
In late July, the shareholders approved the request for capital to install a UL91 tank
We are currently finalising the quotes from suppliers and installers to have this
completed in the next quarter
We will install a 12,000 litre tank and associated pump equipment worth around £50k
We will endeavour to keep the price as close to the AVGAS
-100LL as possible, which will mean accepting a lower margin
We are hoping this will encourage microlights and
other Rotax powered aircraft to visit, or even base themselves here
Night Flying:
We conducted a survey to better understand your requirements. 106 responded.
73.5% of respondents would be interested, 82.41% would consider paying extra
for the privilege.
57.58% of respondents use the airport between 07:00 and 08:00
88.42% of respondents say opening between 18:00-19:00 would satisfy most of
their needs.
We had plenty of comments regarding Pilot Controlled Lighting. This is not
practicable to install at present due to the age and fragility of the existing system.
We appreciate the value this would bring to you, and is something we are
considering within the future development.
Regular Night Flying Proposal
From Monday 15thOctober 2018 until Saturday 30th March 2019, Blackbushe will
be available to all users between 18:00-19:00 7 days per week.
This will be a manned tower presence (FISO or Air/Ground) and will provide
runway lighting
There will be no RFFS provision unless users request (and pay for) an extension.
Users will need to pre-book their flights by 17:00 local on the day. If no flights are
booked, the airport will close at 18:00 local and staff will go home.
On request Night Flying Proposal
In addition to the regular night flying proposal, further Tower & Light only
extensions will be possible.
This will be a manned tower presence (FISO or Air/Ground) and will provide
runway lighting.
There will be no RFFS provision unless users request (and pay for) the additional
cover
Users will need to pre-book their flights by 17:00 local on the day BEFORE the
flight.
